I am looking for lead generation for HR and legal work

I run a HR and employment law consultancy business, and I am looking for openings to small/medium businesses ideally employing 20 or less people (I do work with bigger companies).

I've never been the biggest fan of being cold-called, but this might be the best way to open some doors, I can provide things to ask business owners about and open a conversation. This work would be targeting business owners, directors, busy managers, office managers and other people who deal with people issues. I'm not just looking for an Excel list of business names and emails for me to mailshot (I don't have the time or the expertise to target people in the right way!).

I'd like to find someone who can find me qualified leads, with people who are expecting a call from me, or have expressed interest in HR or employment law services, and then I will follow these up.

Please let me know what experience you have in this area and what the cost would be in your proposal.
