Help with B2B Sales, Campaign setup and sales management

Hi,
I need someone who could help with sales for a recruitment jobboard as follows;
A) the sales part in order to get employers to advertise their vacancy on my job board
B) help with letters and email templates to run campaign for new employers to advertise on the job board & candidates to register on the site
C) help set up and manage an effective sales function for the business

Is this something that you could help with (any or all of the above)

If so, please let me know. It would be good to get your thoughts on how best to proceed and what would you need from me to begin with,
