Monthly on and off Page SEO

I need changes made to my WordPress site, I've had a report done and there are a few problems that need rectifying. Happy to send you report. Also I need monthly on and off Page SEO I currently rank 2nd for my desired keywords I want to be first. If you're just going to put me on some automated link buildingbsysten I'm not interested. I want someone who really knows what they are doing to get me to that next level. If you can tell me what's wrong with my site before I do that's definetly a selling point. I'm Frustrated after years of average SEO and being promised things that haven't been delivered.
