Google and possibly facebook marketing

I need a designer to help set up a professional and optimised google adword campaign. We dont wont to throw money away with a non optimised campaign. We are happy for our chosen designer to set up and possibly work with us for 2 or 3 months before handing over the campaign for us to manage.

Please reply if you have experience in this field with references of this type of work.
