Magento customization of template

We are building up an e-commerce site, using Magento. Ideally we'd like to have someone who can customize a template (from Template Monster). Changes involves colours, pictures, logos etc. The site is to be multi-lingual, starting with 3 languages - 6 currencies - VAT adaptation depending on customer location. If possible, would be great to have someone who can "follow" us later on when needed.
