I need help to design a web site

I need one and possibly three websites for small consulting businesses.

What I need is help to do the design including fonts, layouts, graphics etc.

I may have someone who can create the site to the design spec but I'd be open to thoughts on a complete package that also includes putting the pages together. I have the content to load in.

All the businesses support UK public sector and the sites need to appeal to senior decision makers. The resulting site needs to be something I can easily amend and update. My hosting package has joomla and ruby on rails so that may be an option for the final site.
