I need a web site coded. We have a design and the graphic elements

We have the design for a web site, but now need to find someone who can make it work the way we envision it as a working web site.
We will supply all the elements, BUT we would like ability to change the images (both photos and videos) at will, without having to use a web designer.
The attached zip file should explain how the six pages work.
You need to tell me what it will cost.
I have no idea.
