I need a quote for a Social Networking Style Website

Hi,
I would like to have a social networking site built that will facilitate public to find people from a specific profession, view the registered professionals credentials and decide whether they would like to appoint them for their service.

The website features will be following:
-people with the specific skills can register in order to be professional members to provide a service (it is a specific service, details can be discussed later)
--they can upload their pictures
--write details about themselves
--qualifications etc
--members can decide their privacy settings
--members can decide how far they wish to travel to offer their service
--how much their service costs
--their service preferences
--a review/feedback link where customers who have used them will post their experience and provide details feedback about the service


For ordinary public:
-they can browse the member pages by selecting what area they live in and by radius
-they can search by how much they are willing to pay for the service


Communication between public and members:
-Live chat
-Private messaging
-public can register with the website in order to be able to contact the members
-public can also contact members without registering (like gumtree)
-messages in inbox show as messenger style chat/iphone text message display format
-ordinary customers who are registered get update emails, and links of members who may be of interest to them

Video Chat:
-customers (public) have to register in order to arrange a video chat appointment with members
-i want strong emphasis on 'Book an Appointment with a Member' so that public can talk to the members live on video chat before endorsing them for the service
-If members are online, public can send a video chat or online text chat request.

Membership fees:
-Initially free to register for Members, i want the option to be able to charge for membership after 6 months or a year
-free to register for public, but in the future will start charging

Review features:
-Public can write reviews on the Members page to rate their service
-Members can choose whether to have a specific service review or not
-Webmaster will check each review before approval

Public features:
-Normal public can post their ads seeking a specific service, and what type of person they are looking for
-Members can browse through the ads posted by public and respond too



I want a modern theme, and a fresh looking website that is able to leave lasting impression on browsers. Whilst, at the same time the website easy to navigate and understand.
