I am looking for a Web Designer to build website

I am looking to start a new political party in the UK. Ideally if you take a look at UKIP website this is what i am looking for. Simple and Effective.
Ideally i would require a template of the website which i could then add / edit pictures, text etc myself.
Please view www.ukip.org to give some idea of what i am looking for. I do want an exact copy - but similar layout and design.
If you can produce something like this please quote - If not don't.
