HTML5, Java based work / guide

Seeking to develop a template for custom charts in HTML5 / Java (for web and IOs devices) and custom slider bars to interface with DB back end (SQL)

Charts need to display graphics based on variables, e.g. 50lt of gas displays image XXX, 60 lt of gas displays image xx (and mouse over text )

can be set to update every x seconds and/or on dirty of control or controls to give a real-time or dashboard feel based upon user input.

Extras: code for customer slider-bars, switches and buttons which are used to change variables on the web interface (browser) which in turn updates the chart/ graphics.

Graphic designer can supply graphics based on your specifications (unless unless supplied
refresh should be achieved without refreshing the entire page.......
also seeking a fade or overlay effect on graphics
