Have a Visual Basic Program written by an new programmer. Needs to be completed.

This is a control application. A laptop PC is running this
Visual Basic program that sends text characters to a controller.
The controller runs 4 motors that drive 4 pumps.
The liquid through the pumps are measured and
a pulse is output.
The controller assembles the pump data into a data string.
The VB Program looks at the data string and determines
how much to increase or decrease the motor power value.
The software is almost complete but the programmer is
stumped on how to finish it.
I'm looking for someone in the Oklahoma area.
