Picture / Video annimation

Hi,

Please see the picture attached. It represents a factory that is "manufacturing chimney sweeps"

People come into the conveyor belt as "people" and they are converted by the machine into chimney sweeps.

I was wondering if there is a way to animate this picture and turn it into an mp4.

Ideally, the conveyor belt would be rolling, people moving along it, dropping into the funnel thing, and coming out the other end marching out etc.

I'm putting it out there to get some feedback on feasibility and quotes.

Please let me know what you could do, and ideally show examples.
