I need a high level animated 1 minuet video created

I need a video created with animated characters, transitions and a voice over using a story board and script which i will provide.
The video needs to be similar in style to the rest of our website videos https://youtu.be/71cbaFXQuXg
The video at one point also requires a 'pilot plant' to be shown in action- this needs to look as similar as possible to the system shown in the video - i will also share an image of what this looks like.
The characters in the video should have labels on their t shirts saying their titles such as 'Client' and 'EA' (environmental agency) and 'Exeon'.

the idea of the video is to show clients how we can help them get planning permission for waste sites which get complaints for the smells. we help clients get permission by getting the locals and the council who are complaining to attend a presentation by Exeon in a village hall- where Exeon present with the Client how odour control can be used to reduce the smell problems for the waste site.
