Web Page SEO Recommendations Required

I am looking for an SEO consultant who can provide a detailed list of step-by-step suggestions to improve the rankings of the Home Page for my small online business.

A number of category and product pages are linked to from images on the Home Page (which contains around 2900 words). I can supply a SERP tracker report and surferSEO.com insights on some things to improve based on 4 keywords.

I am not a techie and need a detailed brief that I can supply to my webmaster so that he can action a list of recommended SEO improvements to lift rankings, content score, keyword selection/density/placement, titles and meta descriptions, page loading speed, etc...all with the view to improving the websites performance and sales.

SUMMARY: I would like a list of bullet point suggestions on precise actions for my webmaster to take. This will likely involve some rewording of existing copy etc., so a good grasp of English is essential.

After the Home Page is optimized, it is likely that further work will be required to optimize other pages on the website.
