SEO: Recover website & remove bad back links for Penguin 2.1 Google Penalty

my website was number 1 on page 1 of google and since Penguin 2.1 was released on October 4th it has dropped dramatically.

I am looking for someone to clean up/ remove the bad back links so my website follows all of Googles guidelines and ranking improves.
