SEO, marketing and growth management

I started a new series of technical training sites. I am interested in procuring ongoing SEO services and management to include:

1. Backlink development to relevant sites
2. Keyword management and research to move the pages to Page 1 on Google. The site ranks well on Bing (I know).
3. Strategy to develop additional web traffic beyond current strategies.
4. Paid ads and influencer (relevant) etc. are on the table.

Please submit an outline of your ideas and methods that you could bring to the table. We understand that you should not divulge trade secrets, however we are more interested in having a third party do this work, so we can work on content and direct selling. We have an expert understanding of these processes internally but (restated) the workload need to be spread out.
1. Experience in technical trade education (online courses) required.
2. Generic responses cannot be considered, as they give us no place to begin our due diligence.
3. Please state in your proposal how weekly/bi-weekly reporting of work completed is to be accomplished.

Note: The expected budget is for the PROJECT. We are open to hourly or fixed price proposals, however please don't respond with $999 hourly work proposals :) Your proposal, when we get to final details, would be based on hourly per month with ongoing months of work needed.
