SEO - I need my website to appear in top 5 on page one of Google for my company name

Our recently created website ( http://bit.ly/1BJR8E5 ) is ranking very, very poorly for searches of our company name in Google. We have done what we can to ensure that the site follows SEO best practice, although we are light on content. At the moment we have no backlinks. Webmaster tools does not flag any issues.
We are looking for someone to propel us into the top 5 results on page one as quickly as practical. If this means creating backlinks we want them to be created manually, and not expose us to any risk of being penalized by Google.
In your response please indicate how long you think we'll have to wait to reach our goal of top 5 on page 1 for searches of our company name.
