SEO for UK small business website

I have a small business website with roughly 100 unique visitors a month (more or less nothing). I would like to explore what options I have in terms of SEO services to drive more traffic to the website. I am not looking for any black-hat, onpage optimisation or keyword research services. But instead focusing on the link building activity and online marketing for this copywriting business.

Please let me know what services you can offer in this area (including price plans). Based on the requirements above and the fact that the website is hosted in the UK, I believe you would need to be a native English speaker to help with this.
