SEO CTR Specialist Needed – Improve Click-Through Rate on High-Impression Local Service Pages (Google Search Console Access Provided)

I run a UK nationwide EPC (Energy Performance Certificate) booking website that is already gaining significant visibility in Google Search Console, but the click-through rate is underperforming.
Current stats (last 28 days):
* ~94,000 impressions
* ~250 clicks
* ~0.3% CTR
* Average position around 14
The website ranks across hundreds of UK location/service pages and blog articles related to EPCs.
The traffic and impressions are growing strongly, but users are not clicking our search results consistently enough.
I am looking for someone specifically experienced in:
* SEO CTR optimisation
* SERP optimisation
* Google Search Console analysis
* Title tag optimisation
* Meta description optimisation
* Improving click-through without harming rankings
* Local SEO/service page optimisation
This is NOT a generic “SEO package” job.
I do NOT need:
* backlink spam
* AI-generated generic audits
* keyword stuffing
* major website redesigns
* someone immediately pushing monthly retainers
I specifically need someone who can:
1. Analyse our Google Search Console data
2. Identify high-impression / low-CTR pages
3. Rewrite titles/meta descriptions strategically
4. Improve SERP appeal and click-through rate
5. Suggest CTR-focused improvements based on existing rankings
6. Understand how to improve clicks WITHOUT destabilising rankings
The site recently went through internal linking and structural changes which temporarily affected visibility, but impressions are now recovering strongly again. Because of this, changes need to be careful and data-driven.
While CTR improvement is the main priority, I’m also interested in careful recommendations that could help improve rankings over time - particularly for pages already sitting around positions 8–15.
However, I do NOT want aggressive SEO tactics or major structural changes that could destabilise the current recovery/growth trend.
Ideal experience:
* Proven examples of improving CTR from positions 8–15
* Experience with local service businesses
* Strong understanding of search intent and SERP psychology
* Comfortable working from real GSC data rather than generic SEO theory
Please include:
* Examples of CTR improvements you’ve achieved
* Your approach to improving low CTR pages
* Whether you prefer one-time projects or ongoing optimisation
* Estimated cost for analysing and optimising the first batch of pages
Initially I would like to focus on:
* homepage
* top location pages
* key calculator/tool pages
* highest-impression blog posts
Read-only Google Search Console access can be provided to shortlisted applicants.
Initially this is a small test project. If results are positive, there may be ongoing work.
