SEO and local marketing assistance

We are a small accountancy practice looking for someone to deal with SEO with a view to increasing our organic search rating.
The site is www.miltonkeynesaccountants.co.uk.
To date, this has been undertaken by one of our clients producing mixed results.
Around a year ago the site design changed.
At that point we were on page 1.
We mainly look for and get business from within a 10 mile radius.
We welcome any proposal from a UK based individual/small company within a 25 mile radius of Milton Keynes who feel they can assist.
The initial brief is as follows;
1, Run an SEO Report and advise changes/additions required/action required (we already have lots of people send us reports and I’m guessing you would be no different in the first instance)
2, Make any suggestions you wish as to improvements you recommend to the current site.
Any material changes to the existing site ideally will be undertaken by the current website designer (as we have a trade off arrangement with them)
3, Pay particular attention to one of our competitors www.accountantmk.co.uk (Aston Black Ltd). This is a one person owned company, quite traditional as accountants go and it surprises and frustrates me that he has got his SEO correct, can’t remember a time he was not on page one so he must be doing something consistently well.
We are also interested in local marketing opportunities. This is something we have not concentrated on at all.
Please do not send a long winded technical based reply, please just reply with a monthly fee and what you would do for that amount. We are much more likely to engage with someone who is upfront with costs.
