Search engine optimisation - be the top of google

Hope you are well, I have recently created a property investment company/website and need help getting the website to the top of google.

If so, could you please briefly explain to me how this works, the cost it will be and also whether you can guarantee we will be the top of google, and how long it lasts... is it a permanent thing or will we have to continuously need a service to keep us at the top.
