Regular back links (monthly job)

I am looking for someone to do off page SEO (directory submissions, book marking, forum posting, etc.) on 4 different websites.

I have bought some hourlies on here and they have not been really effective and actually quite spammy. So I am looking for quality and obviously results with the website rankings increasing.

I don't need on page SEO as I am dealing with that. Also, I use SEOprofiler so I can offer access to this to help you manage off page SEO. If this works I am looking for the hired person to do this every month. These are all UK based businesses so it is preferable that the backlinks, etc. are UK based.
