Off site SEO work - link building

I run several websites for my clients, who are mostly b2b UK manufacturers/wholesalers. One of the websites requires extensive and ongoing SEO work for 10 specific keywords. I'm looking for experienced SEO expert, with proven track record of improving SERP results. I would be looking for at least 10 high quality (4-6 PR) links per keyword on a monthly basis. Strictly white hat.

To generate these links there is a variety of resources available, from a company blog to a database of video content. Also article syndication may prove as a successful strategy. Guess blog posting and commenting would be a great start, together with social media sites (they're running on LinkedIn and Facebook).
