Need dofollow links created

I have a few websites for which I need backlinks created. To start with, we will do 1 or 2 first. This budget is per site.

1> Preferable niche backlinks (different niches and from US. if possible, a specific region in US)
2> Number of DOFOLLOW backlinks are of a priority but also important is good authority websites. I will compromise on the number of backlinks as long as these are good and safe backlinks.
3> Create and provide a clear report of each backlink.
4> Wherever a login needs to be created for a link, I will provide you with an already created Gmail (or you can create and use a new one at your end). You can use that. Include login used in the report at the end. This is to allow me to fix any links in future if needed.
5> No black hat/spammy/blacklisted, please.

In your proposal, please let me know what information, other than the domain name, you would need from me about the site.

My budget is what I have indicated here.
