Help me obtain quality backlinks (No post comment links)

I need someone to help obtain quality backlinks. If you're going to blog comment or post links in forums don't bother applying because I will just get my money back. I'm here for quality links not black hat links that will potentially harm my site. I'm looking for a long term working relationship with someone that can help me boost my domain authority to where it needs to be. I also need someone that can actually communicate with me in good english. Language barriers make things very difficult. We can talk more about pricing, how many links etc. I've literally just used this price as a placeholder.
