PPC Specialist Required

I require a PPC specialist to manage my Google Adwords (search) and Instagram Marketing campaign. I do not need any creative input as I will provide all assets and ad text. I am looking for someone who is really good at understanding marketing and taking clear direction from me. The google search campaign is set up and I have run a few Instagram campaigns but need a new one created. 

Ideally, this person is based in Ireland or the UK so they can understand the marketing 
I m happy to commit to 20 hours initially but would consider a long term commitment with the right person.
