PPC Campaign setup

Adwords certified only to apply, I don't have a big budget nor need monthly maintenance although I appreciate its good every couple of months to pay you to check over and adjust the campaign.

I have an existing campaign that I haven't used for over 18mths. I have two sites that I want separate campaigns to be setup for.

7 days a week between 8am and 8pm

Budget
Initial daily budget £6 however will be enabled when I need more work.

Here I want your advice, I would like to run this as a low cost campaign targeting times there are no ads running 10pm - 7am for instance when a low bid would get the ad on the first page.
