Keyword research and PPC Campaign Advice for 1st Campaign

We are looking for someone with a qualified background in creating PPC campaigns to help get us started with Google Adwords. We are looking for someone who is prepared to do the keyword research, who after approval of these keywords will either advise or set up our first Adwords campaign. We need advice on a budget for PPC to be effective on the keywords researched.
