Google Ads Set up

We have a problem with our google adverts and need some help resolving / starting another account.
We had a very old company website on our account that lapsed and was bought by another company then hacked with malware.
We still had a very old Google ad on our account pointing to that website so Google shut our entire ad account. We have appealed multiple times explaining that we no longer own the website and that the advert was an old now deleted one but Google have not lifted the suspension.
We are looking for a digital marketer to set up a new account from scratch (or who knows how to lift a suspension).
