Adwords campaign for small removals company

We are looking for someone to help us set up and manage an adwords campaign for a small removals company. We are based in Surrey and have 2 men so would like around 15 leads a month.
We would like someone to set up the campaign and manage it on an ongoing basis, ensuring optimisation and a good return on investment.
We are looking to work with a person rather than a company.
English language is essential.
