We need a email marketing expert

We require someone to help us send emails to various clients of ours an email.

Content we can assist with but the design layout programming functionality will be yours.

We are open to suggestions as to which platform to send emails from. We would like three email newsletters targeting clients. We have an email database of around 10k. However we would target around 3k for relevant campaign. We require someone intelligent knowledgable and with a track record of getting results.
