List Generation & e mail sending

I require person to create targeted new business lists , e amil address’s and then send e mails to those lists - one to one e mails not on mass to overcome GDPR rules . I have set up these inboxes in Office 365.
I am looking to send 1-5k e mails per month from 2-3 e mail accounts.
Also, to connect with new contacts from my LinkedIn account ( when I trust you )

Please reply with your experience & ideas on how to best do this . Please quote a monthly retainer fee
You must demonstrate an excellent understanding of English for business use and be hard working .
