Development of a Social Network Site

I'm a freelance digital designer, i have planned and designed a social network and i'm looking for somebody to build it for me. The site will have all the usual sign up options including facebook, the usual means of communicating, following, liking. The user will be able to create their own food blog, upload recipes, rate/comment other recipes. There will be eatery, hotel, shop listings which will be fully search able by location.

I'm open to talk about different platforms.

I'm not sure how much something like this would cost but it's a start up so i don't have a massive amount of revenue. Could also talk about partnerships with the right person/company.
