Develop Wordpress website

I need to develop a website whose function is WORDPRESS online catalog, will be in two languages (English and Spanish) and have 5 sections.
Both the design and the functionality will be based on this website:

Design colors are blue and white.
No problem when using templates and plugins.
START DATE: 1 JULY
DEADLINE: 15 DAYS

SUMMARY:
• FUNCTION OF THE WEB: Online catalog.
• LANGUAGE: WORDPRESS
• LANGUAGES: Spanish and English
• KEY SECTIONS: The site will in the main menu the following sections:
HOME - SERVICES - PRODUCTS - NEWS - CONTACT

EXPLANATION OF EACH SECTION:
• Home: This section will be a brief explanation of the company.
Example: http://www.ardeca-lubricants.be/en/index.aspx

• Services: Similar to http://www.lubricantes-sash.com/es/Servicios
The text would consist of an introduction, and then the following sections are:
-Quality: 3 Text and images
-Innovation: text and 1 picture
-Training: Text
- In the world: text and 1 picture

• Products: This is the most important section of the website. It may refer to all products of the company and must be easily manageable for us to include and modify products.


On the PRODUCTS we would be a first division that would:
• LIGHT VEHICLES
• HEAVY VEHICLES
• MOTORCYCLES
• TRANSMISSIONS
• AGRICULTURE
• Industry / FATS

Clicking on one of these divisions would pass to another page would show all the products available in that section.

And when you click on one of the products, we would go to a page that shows all the data for that product, as in:

Within each product: hollow for a picture, three holes for text (product description, specifications, packaging formats), space to insert the data sheet in PDF.
