I am looking to create a highly professional looking portal which gives advice to a particular profession. Similar to:

The website is directed at Actuaries (If you are unsure what this is check out http://en.wikipedia.org/wiki/Actuary)
Note: You do not need to know anything about this profession to build the website.
I want the website to have the following main sections:
- Home
- Graduate Guide (sub menu -> University Courses)
- Employers A-Z
- Find a Recruiter
- Careers Advice
- Job Board (I don't want a fully functional job board developed at this stage)
- Forum (I don't want a fully functional forum developed at this stage)
The Employers A-Z Section (and university courses) should be similar to:

i.e. map, web link to each employer, together with the main 'text'.
(Ideally I want a 2 or 3 column type website similar to the two examples at the top of this Description. There should be a block on the right for adverts).
The bulk of these sections will just be text (which I want to be able to edit easily via a CMS), add images etc.
The complicated sections will be the Job Board and the Forum. I do NOT want these developed just yet, but this will be the next stage of development (ideally with the same developer/designed or team of developers/designers). For this stage of development I do not want you to quote for a fully functional job board or forum.
I also want social bookmarking and I want a good base for efficient SEO optimisation on key words such as Actuary, Actuarial jobs, Actuarial, Actuary Jobs etc. I want the designer to comment on the reply as to how he/she is going to go about making the website SEO efficient.
This site is eventually going international (to South Africa, India and Australia). This would be a future stage of the project (I don't want you to quote on this, but I want some thought and consideration of these future plans). Is it better to register xyz.in, zyw.co.au, xyz.co.za OR have internal sections within xyz.com for example? (from an SEO point of view).
Emphasis is on creating a highly professional image and professional feel for the website. Usability is also very important with simple and clean important factors.
I do have experience creating CMS (using drupal) I am capable of creating a basic working website but I really want something that looks above average and highly professional.
I am open to suggestions as to which platform to use - wordpress, drupal etc. Since this website is not too complicated from a programming point of view I want the programmer/designer to concentrate on the colour scheme, look and feel and creating a 'brand' for this site.
I also want a logo created - the website is likely to be www.actuarialspace.com
Words that are associated with the actuarial industry (which my help with the logo and design of the site): Logic, Mathematics, Finance, Professional, Financial Risk, Risk.
