Update Current Template Across Entire Website

I maintain my late Grandfather's website. In the past it was called Lamsdorf Reunited and used a different template.

What I need is for someone to update the old template pages to the new ones. The old pages can be viewed here - http://www.lamsdorfremembered.co.uk/resources.htm

There are a lot of links on the website and these all need to be tested and changed if necessary.

I am looking for someone experienced and preferably who has some SEO experience so you can advise me on things I need to change. The website is pretty highly ranked in Google etc at the moment, but I want to make sure it's optimised across the whole site.

My budget is small I am afraid, but the job is straightforward and if I had the time I would do it myself.
