Wordpress Website - overhaul

A client of mine has a WordPress website.
However, it's a very old theme and is very
restrictive. Approx 20 pages in total.

So I want someone to sort it out, the site
needs a full overhaul and fresh/clean look.
Needs to be mobile optimized and will need to
include:
- online forms for various things which need to work and be fully editable
- galleries for events
- document upload/download areas
- login area to give access to member-only
material
- links to social media and to partners
- add a survey function to the site? don't like
survey monkey

It must give the client the full ability to make changes easily without needing
a degree in programming. Easy to change text,
easy to format things, easy to turn sections on
and off through the year as required. Those
are the main points but happy to run through
with anyone who wants/needs more info.

Must be English speaking and priority will be
given to UK based to make things easy ie
timezone etc.

Budget is restricted, however as a regular in the Wordpress website sphere there will be lots of follow up work for the right person.
