woo commerce checkout page template customisation

Need a Competent, reliable designer/Coder for this job.

Woocommerce checkout page requires modification on the layout with the address being current setup as horizontal with the payment options below being out more neatly also being horizontal. This payment options need roll over effect in correct boxes so its clear for the client to choose which payment method they wish to use. This requires some notes on payment for fees being charged.

Apart from the above, the page needs to be correctly laid out for all browsers and screen size including mobile phones.

I need the client to tick the Terms and Agreement of sale and another box for refund policy.

Their are 3 Sites to modify all 3 are identical. So i assume once the first site is done with modification and approved the files can be copied over to the other.

This modification should not be altered when updateds are applied so a child theme must be setup up correctly.

Proper visa, Paypal and other logos must be utilized on check out pages so clients can easily distinguishable and choose their method of payment.

Forgot to mention: We have 2 Paypal Plugins, One is installed whilst the other one comes with wocmmerce development team. I need the woocommerce developer version activated (Easy) but removing all their Force Full Paypal Buttons and logos.
