Please don't take offense with my candidness. The reason you are getting mediocre results might be as a result of the low budget. Seasoned professionals will not bother to bid for a project that does not meet a realistic budget. You will always attract lower grade proposals. Perhaps increase your budget to where it reflects the results you expect?
If this is possible, I am more than interested.
