Website design and optimisation

I need someone to design a website aimed purely at generating leads for our business which is estate planning (ie wills etc).
All i need is a simple one or two page site but needs traffic to it which does not cost per click but where people can just make an enquiry of their interest either by email or contact form.
Please let me know overall cost of design, optimisation and whether there are any guarantees of traffic numbers
