Website Build from PSD

Am currently designing each page. The site will need to be fixed size and centered on all screen resolutions. The forum will need to be incorporated into the page (will be pre installed), and the photo gallery needs to be html5 or equivilent (so that it can be viewed on ios devices).
The menu should have drop down lists that can be easily updated and added to (eg. locations.. there is currently 2, but will need 10 in the next 12 months).

I am open to a CMS if it can be made to look the same as the attached design, or I can work with it in html..

Please come to me with ideas and offers! We are hoping to have this site up and running in the next 6 weeks.
