Web Site for new business

I need a website producing from scratch. I will provide text but need someone to design and program it. I need five pages to include a contact form and Paypal facilities. I would also need a management system that allows me to change text and banners etc.

I am looking for the 'wow' factor and invite freelancers who are maybe starting out and want to show their talents to third parties. I would like an original, tasteful and informative design, but not too plain - something you would remember.

I am willing to give half a page of advertising to the successful bidder to attract further customers from traffic to my site.
