Web functionality design and build

I need a web page built which will provide database driven navigation and curation functionality for various internal links.

The project will be in two parts.
1. I need a really nice, clean, professional design (the attached doc is to display functionality, NOT my terrible design skills). The left nav is the most important feature, but there will be various admin pages etc which will display in the main content area which will need to follow the same theme. Once we have settled on the design we can move on to functionality.
2. I need the various features built. I have the database already designed, and can point the designer in the direction of some code which does much of the functionality (but you are not restricted to it - it's only to help).

The features I have in mind are outlined in the attached powerpoint presentation and I can provide further clarification as we go along.

Please note ALL payments / comms will go through PPH for this project.
