Web developer needed

I am currently looking for and reviewing potential web developers for a new online childcare platform project.
I’m looking to build a platform similar in structure to Nannyjob.co.uk but with different branding and design.
The platform would allow:

Parents and childcare agencies to register and post paid job adverts
Childcare professionals (nannies, babysitters, maternity nurses, etc.) to create profiles, upload CVs, and advertise their services
Main features would include:
User registration/login
Different account types
Job posting system
Candidate profiles and CV uploads
Payment/subscription system
Search and filter functions
Messaging/contact options
Admin dashboard
Chat function within accounts for messaging, interview scheduling via calendar booking, and document sharing (video call functionality could be optional depending on complexity and cost)

The website would also need to support a scalable database and growing number of listings/profiles with fast loading speeds, pagination, and organised filtering as the platform expands.
The project would also need to include a mobile app for both Android and iOS.
I would like to ask for a rough estimated cost and timeframe for developing a platform like this.
