Web designer for business layouts

I'm a web developer and own a development agency. I get a lot of website work that involves the layout of websites, mainly business and ecommerce sites. I've used another business for a while now and although the standard of work is good for the majority if someone can provide a better standard and also gives me a choice in terms of availability too.

I am looking for:

1) experience - please list this
2) strong portfolio with references from the website owner if needed
3) UK based or fluent english speaking
4) uses skype
5) can work from a supplied brief but can also add their professionalism and ideas to the project
6) does this on a full time basis with good availability and meets deadlines
7) supplied psds and a style guide in proportion to the finished site
8) has other assets like usability design, calls to actions, conversion rate experience
9) stays up to date with the latest techniques and practices
10) works at a fast pace
11) ability to price up a job from a brief
12) friendly, good manners and patient

Work will be steady and continuous throughout the foreseeable future for the correct person.
