Web Design Requirements

I have started a company that provides business support services to SMEs within 5 miles radius of where I live outside London. I already have a good set of clients but as my portfolio of accounts increases I now need a website to showcase the services we offer.

I want a website that looks like this: http://www.deveniragentimmobilier.fr/

I need you to create a little suited man that looks like the one on the website and he must be animated doing things revolving around the activities of typing, photocopying, showing reports, ticking a check list, ect. just like the man in the above website but of course contextualise for the business services sector so the scenes will be set in an office which I leave to your imagination.
The website which has to be esthetically pleasing, enticing yet professional has 4 sections:

1) Home
2) Services
3) Rates
4) Contacts

I must be able to update the sections myself if necessary. I have written below the content to populate each section.
