Web design/ app development

Need a website / app developed that will show a vision of the contacts section on it .both on website & app , customers must be able to sign up via email/ Facebook/ twitter . There account shoud sync with app/website ..there is a small addition to go on the site, ths will be revealed to the winning freelancer .
Logo design, branding should be included in quote . I will be able to wrk with freelancer very quickly, they will not be waiting for answers, I can do a blueprint for the designer .. please note developer will ave to liaise with apple/android in relation to app developments.App shoud be able to sync with contacts , notifications will be needed also .
