Replicate of WP header to integrate into WP Elementor

I need a replicate of the 'Salient Magazine' WP header and integrate it into Elementor builder, for my WordPress site using 'The 7' theme.

To make sure that you fully understand the job and my specifications, please reply to every below mentioned bullet points in you proposal reply:

- Replicate the 'Salient Magazine' header (Responsive - both the desktop and the Mobile version)
- Ensure the header is sticky at all times (Both Mobile and Desktop)
- I need to have the opportunity to change and scale the logo size (Both Mobile and Desktop)
- Implement a menu that folds out similar to the search icon behavior + minimalist design menu with centered text on a white background (Mobile)
- I need the floating header to be fully responsive (See attached images of desktop and mobile layout)
- Nice to have function: A "toggle" funktion, so I can chose if the floating header should be permanent sticky or hidden when scroll.
