Redesign a working title website Home page

this is a community website. The current Working design URL is http://www.dev.knowledge-tree.info
It obviously needs to be more friendly and personal

I need
1. A decent headline area on the homepage.
2. The architecture of the boxes will remain the same and they need redesigning.

The page needs to be 990 pixels wide. The results must be presented on layered photo shop.
I don't want any whistles and bells just plain straightforward stuff though dealing with creative minds I acknowledge that developments might be possible. I taken a stab at the price but all can be discussed.
Please make sure I can see samples of your work as that is the only way to judge style.
