Re-design of a basic dashboard + new pop-up window

We need to re-design a web page that is currently a table of data. We want to show that each row on this table of data can be selected and actions (5 star ratings) can be given on multiple rows of data. The action should appear as a button on the top header of this table when the user selects one or more rows. The button should be a scrollable set of 5 stars to give a rating. We also need a pop up window showing the profile picture of a profile along with the same scrollable set of 5 stars to give a rating. There should be categories the user can select depending on the number of stars given.
